it means non player character. its actually a video game term. those characters that interact with your character 
but in rp it means a character that isnt a thoughtout character. A character that is merely there to help plot along. But after the plot is over. they are discarded. Or can be used later in other plots. They generally have a name, a short description of how they look and BAM there you go
